Program to support establishing manufacturing and service industries, etc.
Business objective To secure workplaces for disaster victims and accelerate their independence and return going forward, this program supports companies that build new or additional facilities such as factories to create employment and industrial clusters in areas under an evacuation order, etc. in Fukushima Prefecture.

Covered facilities (1) Factories, (2) distribution facilities, (3) testing and research facilities, (4) facilities provided for call centers, data centers, (5) shops (facilities for wholesale/retail, lifestyle-related services such as restaurants), (6) lodging facilities, (7) company housing, (8) machines and equipment (machinery provided for businesses conducted in facilities for (1)-(4)), etc.
Covered costs Land acquisition costs, land development costs, building acquisition costs, equipment costs
※ Applicable costs shall be expenses genuinely necessary and appropriate for the purpose of executing relevant businesses.

Advance start ・In principle, subsidized projects start after subsidy selection.
・An exception is the exclusive case whereby, in light of a business contributing to quick recovery from the disaster, it is expressly approved by the executive office, etc. and permission is given to start prior to subsidy selection (early start) as there is risk of major loss stemming from losing the opportunity to establish a company unless an order/purchase/contract, etc. is carried out in advance of subsidy selection.

(2) includes regular employees, etc. who relocated their "residences" and transferred their "workplaces" from a region not eligible for subsidy to a region eligible for subsidy for the purpose of working in applicable newly established "factories, etc."

Eligibility conditions (1) Hiring requirements
Number of new local employees corresponding to the amount of investment in fixed assets (see table at right)

(2) Regional economic effects requirements (additional amount of added value)
Using the fiscal year subsequent to the fiscal year the program is concluded as the base year, the additional amount of added value shall be an average annual rate of 5.0% or higher over a 3-year period from that subsequent fiscal year.

(3) Regional economic effects requirements (value of transactions with local companies)
A value of transactions corresponding to the amount of investment in fixed assets with businesses (local companies) having a head office in a zone under an evacuation order, etc. over a 5-year period from the fiscal year subsequent to the fiscal year the program is concluded (see table at right)
