Overview of Factory Setup Low/Act

Specific factory application system based on factory setup law

The factory which is applicable to the following requirements should submit an application based on the factory setup law.

1) Application form of new construction (change) of specific factory

Factory Establishment or change report（Word Documents : 229KB : Japanese only）

Attached form（Word Documents : 175KB : Japanese only）

Target of application If a factory whose site area is 9,000 m2 or more or whose construction area is 3,000 m2 is newly constructed or changed
Target of application of change
  1. Production facility is expanded
  2. Site area is increased or decreased
  3. Environment facility area such as green space is decreased
Contents of restriction
  1. Limitation of production facility area ratio
    (The upper limit of the site area is set to 15 to 40% depending on the business type.)
  2. Green space area ratio
    (Green space of 20% or more of the site area should be secured.)(The existing factory is excluded.)
  3. Environmental facility area ratio
    (Environmental facilities such as green space, landscape improving facility and sport ground which is 25% or more of the site area should be secured,)(The existing factory is excluded.)
Timing of application 90 days before construction starts (An application in shorter term may be accepted.)

2) Application form of name change of specific factory (name/address)

Target of application If the name, corporate name or address of the one who submitted an application of new construction (change) of specific factory is changed

* (Note) Not applicable when only the representative executive name is changed

3) Application of inheritance of specific factory

Target of application If the position of the one who submitted an application of new construction of specific factory is inherited
Contents of application * Transferee/assignee of specific factory of application
* Inheritor of the one who made an application
* Corporate body which continues to exist after merge or corporate body established after merge if the one who made an application is merged

Factory setup application system based on industry development act of Fukushima Prefecture

The factory which is applicable to the following requirements should submit an application based on the factory setup law.

1) Application of new construction (expansion) of factory

Application form（Word Documents : 382KB : Japanese only）

Target of application If a factory whose site area is 1,000 m2 or more is newly constructed/changed* If the site area exceeds 9,000 m2 or the construction area exceeds 3,000 m2, both an application of specific factory and an application of factory setup are required.
Target of application of change
  1. If the production facility of 300 m2 or more is expanded
  2. If the expanded production facility area exceeds 20% of the production facility area before expansion.
Contents of restriction
  1. Conformity with land use plan
    (Adjustment is made for conformity with the land use according to agriculture law, forest law and city planning law.)
  2. Pollution preventive measures
    (Adjustment is made for air pollution, water pollution, noise/vibration preventive measures and proper processing of waste.)
